The Importance of the Employment Report
The employment report contains the results of certain tests and examinations before a candidate is accepted for employment. These reports provide critical information about the candidate's health status, any injuries or chronic illnesses, susceptibility to job-related hazards, and potential for success on the job. Using this information, employers evaluate the candidate's suitability for the job and ensure a safe working environment in the workplace.
Scope of Employment Examinations
Employment examinations usually include a series of tests. These tests include general health examination, blood tests, urine tests, vision, respiratory function and hearing tests, neurological examination and if necessary  ;radiological imaging may be involved. Additionally, depending on the nature of the job, special inspections may be required. For example, a construction company may require a physical examination and tests for the candidate to work at height.
Confidentiality and Ethical Standards
Employment reports and examinations are subject to strict confidentiality and ethical standards. Candidates' personal health information must be kept confidential and accessible only by relevant personnel. Additionally, it is important that candidates are willing to undergo these examinations and that they are voluntary. Employment Health Assessment Service
An Entry Health Assessment is required to determine the health status of individuals who will start a new job and to determine their suitability for the job they will do. Every employee is required to have this evaluation upon entry to employment.
The suitability of people to work in different business areas according to risk categories is determined by the Entry Health Assessment. Evaluating a person's suitability to do the job is a mandatory process. For low-risk or high-risk work areas, employees must be competent in terms of health and safety. If a person is not suitable for the field of work in which he/she will work, it may pose a risk for both himself and his environment. The Initial Health Assessment aims to detect any problems in advance. Individuals with certain health problems are identified through an initial health assessment. Thus, individuals whose suitability for the job is not determined are separated from those who are suitable.
Is Entry Health Assessment Mandatory?
According to the Occupational Health and Safety Law No. 6331, employers are required to request an "Employment Health Assessment" during the recruitment process.
Within the scope of Labor Law No. 4857 and Occupational Health and Safety Law No. 6331, all employees are required to have an employment health assessment before starting work.
For the Employment Health Assessment, in accordance with Article 15 titled "Health Surveillance" of the Occupational Health and Safety Law No. 6331, employers must;
“1- When starting work,
2- In case of job change,
3- If they request it upon their return to work after repeated absences from work due to a work accident, occupational disease or health,
4- During the course of the work, the employee must obtain a health report at regular intervals determined by the ministry, depending on the nature of the job and the hazard class of the workplace, stating whether they are suitable for the work they do.
People who will work in hazardous and very dangerous jobs cannot be started to work without a medical report showing that they are fit for health.
The person who will be employed must receive this evaluation report to determine whether he/she is suitable for the job he/she will do. In order to complete this process, all necessary tests must be carried out, pre-employment examinations must be carried out and ANNEX-2 health report must be prepared before starting work.
The content of the Employment Health Assessment report (working at heights, visual impairments, infectious diseases, chronic diseases, hearing impairment, etc.) and validity periods vary depending on the risk status of the work to be performed.
The Occupational Health and Safety Law has identified three categories:
Very Dangerous Workplaces
Dangerous Workplaces
Less Hazardous Workplaces
These workplace hazard groups have different periodic control times determined by the ministry. In other words, the initial health assessment report received when starting work must be renewed after its validity is completed.
At least every 5 years in less hazardous workplaces,
At least once every three years in workplaces classified as hazardous,
In workplaces classified as very dangerous, renewal must be made at least once a year.
Accordingly, the validity period of the health report for workplaces in the very hazardous class is 1 year. The report must be renewed at the end of 1 year. For workplaces in the hazardous class, the health report is valid for 3 years. For workplaces in the less hazardous class, these reports are valid for 5 years.
Disabled, young and pregnant employees must complete periodic employment checks every six months. It is possible to shorten these periods in companies or OSGB companies, depending on the request of the workplace physician.
The expired health report must be updated. Employment health assessment reports that are not updated become invalid and penalties may be imposed on the employer and employee. Prices of employment health assessment reports vary depending on the tests, analyses, work area and group.
What Tests Does the Entry Health Assessment Include?
Tests that will provide information about the general health status of the employee include tests such as Hemogram Test, Lung X-ray, Respiratory Function Test, Full Urinalysis and Audiometry. These tests are useful for everyone and are not related to the job the employee will do. However, depending on the requirements of the job, examinations such as eye tests, porter examinations, and electrocardiography (ECG) may also be performed. The tests required for employment are determined according to the opinion of the workplace physician.
In addition to these tests, depending on the characteristics of the job, preventive vaccines such as flu vaccine, tetanus vaccine, and jaundice vaccine may also be administered.
Is There a Penalty for Not Performing an Entry Health Assessment?
There is a penalty for not completing an employment health assessment. This penalty is imposed on the employer and is 1000 TL. The employer is subject to an administrative fine of 1000 Turkish Liras for each employee who is not subject to health surveillance or does not receive a health evaluation. This issue is stated in Article 26 of the relevant law as follows:
The employer who does not fulfill the obligations specified in the first and second paragraphs of Article 15 of this law is imposed an administrative fine of 1000 Turkish Liras for each employee who is not subjected to health surveillance or who is not subject to a health evaluation.
Types of Employment Health Assessment Reports
Working at Height Report
The work at height report issued by OSGB Workplace Doctors is based on certain test results and physical examinations. The suitability of the person's health condition for working at height is evaluated. This report includes tests such as ODI, PFT, Chest X-ray, ECG and Eye test. According to the results of the tests, it shows that the person does not have a health problem that would prevent him from working in high places.
Can Work in Heavy and Dangerous Work Report
The report stating that the worker does not have any health disability to work in a dangerous work area is a report that states that the worker can work in heavy and dangerous jobs. With this report, people can find jobs in sectors where heavy and dangerous work is done. In addition to being an official document, it remains valid for one year. A person's fitness level and mental health are among the criteria evaluated.
